Freezing time is pretty much impossible apart from teleportation.
To teleport - we need to redirect and enlarge a wormhole with great energy.
To turn into lead - we need to create some electrons, protons and neutrons to transform matter atoms from pure energy, to overpower all energy in object's matter, and transform every atom in it's matter with our created matter - seems rather energy-hungry process esp. with all the chi-energy bag of goku.
To freeze time - we have to literally stop all laws of nature in desired 3D space with our pure energy. I see this quasi-possible as creating full 3rd Neuton both-side counterforces to all mater and energy interactions in desired area. Again, looks like pretty much impossible process even for such powerful supercomputer/energy source/will powered device as a ring

Hal has done those things without transforming into Parallax. He doesn't do them that often because alot of his enemies could counter it if they wanted. As for the ones who can't, it would make the stories boring if he just auto-wins all the time, so the writers only make him use stuff like time freezing in dire situations.

GL can do that? I don't think GL can do that. If he can, why doesn't he ever do that?

Maybe Parallax or Ion can do that when they have the power of the whole battery behind them, but I don't think GL can do that.

That was a nice read. Still, I'd have to side with Green Lantern on this one. Unlike Goku, Hal is not limited to just energy blasts and melee attacks. Honestly, Green Lantern could simply freeze time and proceed to kill Goku. He could turn Goku into lead or teleport Goku to some distant corner of space. Seriously, Green Lantern has some ridiculous powers, many of which Goku has no way to counter.
