I see this quasi-possible as creating full 3rd Neuton both-side counterforces to all mater and energy interactions in desired area. He doesn't do them that often because alot of his enemies could counter it if they wanted. Still, I'd have to side with Green Lantern on this one. Unlike Goku, Hal is not limited to just energy blasts and melee attacks. Honestly, Green Lantern could simply freeze time and proceed to kill Goku. He could turn Goku into lead or teleport Goku to some distant corner of space.
